Project Summary

The 1.9 miles of roadway improvements for this project were a part of the off-site development required for Clovis Unified School District's fourth education center and the State Center Community College District's Willow-International Campus in northeast Fresno, California. The two campuses have frontage that was along a two-lane rural section of Willow Avenue and are separated by the International Avenue alignment. The International Avenue alignment was occupied by the Enterprise Canal, which had to be relocated and placed in a 96-inch diameter underground pipeline outside of the new street right-of-way.

The Willow Avenue frontage was improved to an expressway with three southbound lanes, one northbound lane, dual left turn lanes, right turn lanes, median island landscaping and full intersection signalization.

International Avenue was developed to an arterial standard, with two lanes each direction, plus median improvements. A half-mile of Chestnut Avenue was improved to collector standards. Adding to the complexity of one of the largest educational developments in the Central Valley, the centerline of Willow Avenue was the eastern limit of the City of Fresno. Blair, Church & Flynn provided extensive coordination between the City of Fresno, Fresno County and the City of Clovis in order to satisfy each agency's design standards.

Blair, Church & Flynn's responsibilities also included support for property acquisition, roadway geometry design, PG&E utility relocation, new sewer and water infrastructure, storm drainage design, and street lighting. In addition, we also provided design for pedestrian trail improvements along the roadway, including two grade separation structures.
