Project Summary

Blair, Church & Flynn is part of the team responsible for the design of the Joint Improvised Explosive Device Defeat Organization (JIEDDO) Battle Course at the Naval Base Ventura County in Point Mugu, California. The JIEDDO Battle Course will serve to train and equip troops from all service branches to increase awareness and reaction involving Improvised Explosive Devices (IEDs) leading to the mitigation and prevention of battlefield casualities. The Navy’s goal for the JIEDDO training facility is to enhance troop field skills in a safe but realistic environment. The new facility will provide sophisticated and integrated IED response training in a challenging environment that can simulate different road surfaces and urban environments encountered throughout the world. The $5.4 million training center will include new roads, a network of traffic signals, a road overpass, traffic circle, guard rails, curbing, fencing, culverts, search house facilities, small replicas of Iraqi homes, courtyard walls, two observation towers, a Range Support Facility (RSF) including classroom space and debriefing room for post-training, as well as other buildings and infrastructure.

Acting as the lead civil enginer for the project, Blair, Church & Flynn is providing topographic land surveying, comprehensive site grading and drainage, water and sewer utilities, overpass and traffic circle design, Storm Water Pollution Prevention Plan (SWPPP), as well as cost estimating and construction support.

Construction on the project began in Feburary 2009 and is anticipated to be complete in late 2009/early 2010.
