Project Summary

Blair, Church & Flynn assisted Armstrong Development Properties, Inc. with the entire site development process for the construction of a store in Porterville, CA. Our firm’s scope of work included preparing a Due Diligence Report, processing the project through the entitlement procedure, including City Planning Commission hearings and approvals, topographical survey and ALTA mapping services, creation of construction documents for both on- and off-site improvements that included a raised concrete median, installation of a new traffic signal and modifications to the existing traffic signals, coordination with the Project Architect in obtaining the Building Permit, including all submittals to the City, preparation of a Stormwater Pollution Prevention Plan and construction administration services.

This project was unique in that the development required a lot merger, partial street right-of-way abandonment, creation of Public Utility Easements, creation of cross access easements through neighboring properties and extensive utility relocations, including undergrounding of overhead electric and telephone facilities and gas main relocation, all while still maintaining access and services to the neighboring area.
