Project Summary

Blair, Church & Flynn assisted Armstrong Development Properties, Inc., with site development for a new store in Fresno, CA. Our firm’s scope of work included preparing a Due Diligence Report, processing the project through the entitlement procedure, including City Planning Commission hearing and approval after an appeal had been filed, topographical survey and ALTA mapping services, creation of construction documents for both on- and off-site improvements that included roadway widening, project coordination with the Project Architect in obtaining the Building Permit, including all submittals to the City, preparation of a Stormwater Pollution Prevention Plan and construction administration services.

This project was unique in that the development was located in an existing shopping center and required the demolition of two existing buildings and construction of the new store while still maintaining a fully functional shopping center. Also, a new prototype building was developed for this site that included a non-standard footprint and a porte-cochere for the drive-thru. The building layout is such that the drive-thru faces the intersection, a non-typical layout for a CVS/pharmacy, and the square footage for the building was maximized to meet the allowable area available for parking. The design team also had to reconfigure the existing site parking layout to create enough new parking stalls to accommodate for the additional square footage being developed at the site.
